Oscar Bockel

Oscar Bockel is a French career diplomat currently serving as Exchange Diplomat at the German Federal Chancellery (Bundeskanzleramt) in Berlin.

He previously served as General Affairs Adviser in the cabinet of Benjamin Haddad, Minister Delegate for European Affairs (2024–2025), and as a civil servant at the Directorate for European Union Affairs (DUE) of the French Ministry of Europe and Foreign Affairs (2022–2024). He holds a reserve commission as Lieutenant in the French Army.

His research focuses on demography, state capacity and efficiency, and the economics of low fertility. He is the author of La bombe de dénatalité (Cerf, forthcoming September 2026). He co-authored, with Tristan Claret-Trentelivres, the report Pour un renouveau démographique : la stratégie du troisième enfant, published by the Fondation Res Publica in November 2025, which was subsequently cited in hearings before the French National Assembly’s mission of inquiry on declining birth rates. He has also written on Russian natalist policy for the Fondation Jean-Jaurès.

He is a graduate of Sciences Po Paris and a former student of Middlebury College, University of Tübingen and the Ecole Spéciale Militaire de Saint-Cyr.
