João Costa

Director, European Agency for Special Needs and Inclusive Education

João Costa has been Director of the European Agency for Special Needs and Inclusive Education since January 2025. He is also Chair of the OECD Education Policy Committee and Chair of the Advisory Group of the OECD Global Forum "Future of Education and Skills 2030."

He served as Portugal's Minister of Education from 2022 to 2024, and as Secretary of State for Education for seven years prior to that (2015–2022).

Before entering government, Costa was Full Professor of Linguistics at Nova University, Lisbon, and Dean of its Faculty of Social Sciences and Humanities. His research focuses on formal linguistics, language acquisition, and educational linguistics. He is the author of several books and over 100 articles and book chapters.

Costa holds a PhD in Linguistics from the University of Leiden and a degree in Linguistics from the University of Lisbon.
